Europe faces winter gas crunch as storage hits record lows

EU inventories sit at 63 percent capacity in late August, 18 points below the five-year average, while Dutch TTF futures trade at their highest since early 2023.

Europe enters the final stretch of the gas-storage refill season with inventories at levels that would have been unthinkable two years ago. Data from Gas Infrastructure Europe shows the bloc's underground sites holding roughly 63 percent of capacity in late August, one of the lowest readings on record for the time of year and a full 18 percentage points below the five-year average. The shortfall is not a single-season anomaly; it is the compound result of a disrupted supply corridor, a summer that refused to cool, and a generation mix that has repeatedly underperformed.

The Hormuz bottleneck

The most immediate supply shock originates 5,000 kilometres from Rotterdam. Shipping disruptions through the Strait of Hormuz have choked liquefied natural gas exports from Qatar, the world's second-largest LNG supplier, during the months when Europe typically builds its winter cushion. Qatari cargoes that would normally flow westward have been delayed, rerouted or simply not loaded. The strait handles roughly a fifth of global LNG trade; even a partial closure rewrites the economics of every cargo competing for European regasification slots.

Oil and gas futures dipped mid-week on reports that Iran and Oman were negotiating a transit-security arrangement, but traders treat such headlines with scepticism. The waterway has been a flashpoint for decades, and any agreement would need to survive the broader regional volatility that has persisted since late 2023. Until flows visibly recover, European buyers must assume the bottleneck holds.

A summer that burned gas instead of saving it

While the Hormuz strait restricted supply, weather inflated demand. A sustained heatwave across southern and central Europe drove air-conditioning load to records, keeping gas-fired power plants running when they would normally idle. Gas accounts for around a sixth of the EU's electricity generation, according to Eurostat energy balances, so every degree above normal temperatures translates directly into storage withdrawals.

The same heat forced nuclear reactors in France, Spain and elsewhere to curtail output or shut down because river-cooling temperatures exceeded regulatory limits. Wind generation, meanwhile, languished well below seasonal norms across the North Sea and Baltic basins. The net effect: a summer that should have been a net injection period became, in several weeks, a net withdrawal period, a rare and expensive reversal.

Asia's bidding war and the price ceiling

Europe's storage deficit coincides with a structural tightening of global LNG supply. New Qatari trains are not expected at full capacity before the second half of 2027, per Wood Mackenzie, leaving the next 12, 18 months dependent on existing liquefaction plants and the flexible portion of US exports. That flexible volume is the prize in a bidding war with northeast Asian buyers, primarily Japan, South Korea and China.

Goldman Sachs analysts calculated in a Sunday note that if Middle East LNG exports "normalize only gradually through 2027," European gas futures would need to rise above €100 per megawatt-hour to suppress Asian demand sufficiently for Europe to navigate winter. Dutch TTF, the continental benchmark, traded above €68/MWh on Tuesday, its highest since early 2023, before easing. Morningstar's Tancrede Fulop told CNBC that a cold winter combined with continued constraints could push prices into a €90, 120 range, territory not seen since the 2022 crisis peak.

The American lifeline and its limits

At current spreads, Europe retains a modest netback advantage over Asia for US cargoes after accounting for the longer voyage to northeast Asia. But the volume required is staggering. Fulop estimates Europe would need roughly 64 billion cubic metres of US LNG this winter, equivalent to about 77 percent of total US export capacity. Attracting that share would demand a "materially higher netback" than Asia is willing to pay, he said, and at the upper end of the price range the market would rebalance through industrial demand destruction and fuel switching.

Demand destruction is a euphemism for factory shutdowns. Energy-intensive sectors, chemicals, steel, fertilisers, glass, have already reduced output in previous price spikes. A sustained move above €100/MWh would force a new round of curtailments, with knock-on effects for supply chains and employment. The European Commission's own energy security communications have acknowledged that price-driven industrial rationing becomes the default balancing mechanism when physical supply falls short.

The Russian deadline nobody is ready for

Looming over the winter is a regulatory cliff edge. The EU's latest sanctions package sets a deadline of 1 January 2027 for the prohibition of all Russian LNG imports. In 2024, Russian LNG still accounted for roughly 18 percent of EU imports, much of it trans-shipped through Belgian and French terminals to Asian buyers but a meaningful volume entering the European gas grid. Replacing those molecules by the deadline, while simultaneously refilling storage and meeting winter demand, stretches the credible supply response to breaking point.

Wood Mackenzie described the continent as "approaching energy crisis territory" with few near-term alternatives. The consultancy's phrasing is deliberate: the crisis is not a single winter but a structural gap between the pace of infrastructure build-out, regasification, pipelines, renewables, and the pace of supply withdrawal, whether geopolitical or physical.

El Niño: a wildcard with teeth

Weather models point to a strengthening El Niño event, which historically brings milder early winters to northeast Asia. That could depress Asian heating demand in November and December, freeing cargoes for Europe when they are most needed. But the same phenomenon raises the probability of a colder-than-average late winter across the Eurasian landmass, precisely when European storage would be at its most depleted and withdrawal rates at their lowest.

Matt Drinkwater of Energy Aspects put it bluntly: the amount of gas that can be physically withdrawn from a cavern on a peak-demand day diminishes as the cavern empties. A storage site at 30 percent fill cannot deliver the same peak flow as one at 70 percent. If Europe enters January at 40 percent, a plausible trajectory on current injection rates, a two-week cold snap in February could test the physical limits of deliverability, regardless of price.
