EU holds choke point on AI chip machines but faces pressure to use it

The Dutch firm ASML controls the only machines capable of making the most advanced semiconductors, giving Europe unique leverage over the global AI race that some policymakers and technologists argue it should exploit.

The global race to build ever more powerful artificial intelligence systems rests on a single European company. ASML, headquartered in Veldhoven, Netherlands, manufactures the only extreme ultraviolet lithography machines capable of etching the circuitry for the most advanced semiconductors. Each unit costs roughly $400 million and focuses light to a wavelength of 13.5 nanometres, about one ten-thousandth the width of a human hair. Without these machines, the chip fabrication lines of TSMC, Samsung and Intel cannot produce the processors that train and run frontier AI models.

A choke point the United States already exploits

Washington has long understood the strategic value of this choke point. The United States government imposes extraterritorial export controls that block ASML from selling its most advanced EUV systems to China, explicitly aiming to slow Beijing's ability to fabricate cutting-edge chips. In doing so, the US has revealed its own dependency: the future of all chip-based technology, including the American AI sector, relies entirely on a Dutch supply chain that Europe could, in theory, choose to restrict.

The scale of what hangs on that supply chain is staggering. TSMC, the world's largest contract chipmaker, has earmarked $265 billion for future fabrication facilities. Industry analysts project that $7 trillion will be poured into datacentres globally by 2030, the vast majority in the United States. Every dollar of that investment assumes a continuing flow of ASML machines. An export ban would, in effect, freeze the hardware foundation on which the current AI expansion is built.

Growing chorus for a forced pause

The argument for using that leverage has moved beyond activist circles. Bill Gates, co-founder of Microsoft, wrote recently that "if someone had a credible plan for slowing down AI advances globally, I would likely support it." Bernie Sanders, the US senator, has echoed the call. Anthropic, an AI company founded by former OpenAI researchers, publicly demanded a "brake pedal" on development earlier this summer. The coalition spans big-tech insiders, politicians and researchers who contend that industry self-restraint is impossible under current competitive pressures.

The logic mirrors nuclear deterrence. Each actor, whether a corporation or a nation state, races forward because falling behind is seen as existential. No single participant can unilaterally slow down without ceding ground to rivals. An externally imposed constraint, applied at the hardware level, would bind all players simultaneously. That is the theoretical case for an EU export ban on ASML equipment: it would force the entire industry to "tread water," buying time for regulators, legislatures and societies to catch up.

What a slowdown would buy

Proponents argue a hardware-enforced pause would create space for several overdue processes. Copyright law, tax frameworks, labour protections and competition policy all lag behind the deployment of generative AI. The European Union has already passed the AI Act, the world's first comprehensive regulatory framework for artificial intelligence, but its implementation will take years. A slowdown in compute growth would align the regulatory timetable with the technological one.

It would also force a public debate that has largely been absent. The source text outlines a grim menu of plausible outcomes: exploding carbon emissions from datacentres, mass automation-driven unemployment, authoritarian surveillance enabled by AI, bioweapon design by non-state actors, autonomous weapons operating on non-human timescales, and the risk of systems pursuing objectives misaligned with human wellbeing. None of these scenarios has been subject to democratic deliberation proportionate to its stakes.

European self-interest aligns with the pause argument

The case for an export ban is not purely altruistic. The Europe 2031 project, a techno-political forecast compiled by industry experts, warns that the EU is falling behind in both frontier models and the compute infrastructure needed to run them. In their scenario, Europe will eventually be forced to trade access to ASML for access to US-controlled models and compute, only to find that ASML's technological lead has eroded as more machines are exported and rivals replicate the technology. The "use it or lose it" logic that nuclear theorists apply to weapons arsenals applies equally to this industrial choke point.

Even a worst-case outcome, US retaliation cutting ASML off from American suppliers, would, on this analysis, leave Europe no worse off in relative terms. The EU would cease to fall further behind in AI capability while gaining regulatory control over the supply chain that remains. That calculation has persuaded even European AI boosters, whose primary concern is the continent's competitive position, that the ASML card must be played.

The retaliation risk

The principal obstacle is political. ASML's supply chain is deeply integrated with US component manufacturers. A unilateral EU export ban would almost certainly trigger American countermeasures, potentially denying ASML the specialised lasers, optics and software it sources from California and elsewhere. The company has previously warned that such a rupture could degrade its ability to maintain and advance its machines. The European Commission would need to calculate whether the strategic gain of slowing the global AI race outweighs the risk of damaging its own crown-jewel technology firm.

There is also the question of Chinese replication. The more EUV machines are installed in fabs outside Europe, the more opportunity exists for reverse engineering. China has already demonstrated the ability to develop domestic lithography capabilities, albeit at less advanced nodes. A ban that accelerates Chinese self-sufficiency could undermine the very leverage Europe seeks to exploit.

No international agreement in sight

Multilateral coordination on AI safety remains elusive. The UK hosted an AI Safety Summit in late 2023, and the G7 has issued voluntary codes of conduct, but binding treaties are absent. The United Nations has established an advisory body, yet the permanent members of the Security Council are among the most aggressive competitors in the field. The source analysis concludes that an international pause agreement is "sadly unlikely," leaving unilateral action by a choke-point holder as the only plausible circuit-breaker.

This puts the European Council and the European Commission in an unprecedented position. They control, through export licensing authority, the physical means of AI's continued acceleration. The decision is not whether to regulate AI, the AI Act already does that, but whether to constrain the hardware substrate that makes the next generation of models possible.

The decision ahead for European capitals

The debate now shifts to Brussels, The Hague, Paris and Berlin. The Dutch government issues the export licences; the European Commission sets dual-use trade policy; member states coordinate through the Council. Any decision to restrict ASML exports would require alignment across these layers. So far, European policy has focused on securing ASML's commercial position and preventing technological leakage, not on using the company as a regulatory instrument.

That posture may be tested sooner than expected. The next generation of ASML machines, high-NA EUV, which enables even finer patterning, is entering production. Each new system shipped abroad deepens the dependency of foreign fabs on European technology and extends the window during which Europe could impose a halt. The Europe 2031 project argues that window is narrowing.
