Google's Austrian data centre faces local resistance over energy and sovereignty

A hyperscale facility near Linz could consume 7% of Austria's electricity, prompting activists to challenge expansion plans and demand stricter environmental rules.

On the outskirts of Kronstorf, a village of roughly 3,000 people in Upper Austria, cranes tower over a half-built server hall that could eventually demand more electricity than every household in Vienna combined. Google's first Austrian hyperscale data centre is rising on a plain beside the River Enns, two hours west of the capital. When fully expanded, the facility is projected to draw 500 megawatts, roughly 7 percent of the country's current total power consumption.

Construction began in April 2026. Regional politicians marked the occasion with a bundt cake renamed "Googlhupf". Locals have since dubbed the adjacent woodland the "Google forest" and a drainage pond the "Google biotope". But a coalition of scientists, artists and IT specialists is mobilising to stop the second phase. Their argument is straightforward: the energy numbers do not add up, the environmental safeguards are inadequate, and the economic benefits flow westward.

An energy appetite that dwarfs a capital city

The first phase alone is rated at 150 megawatts, running continuously. That translates to 1.31 terawatt-hours a year, according to both the Austrian Power Grid and the Upper Austrian network operator. If Google proceeds to the full 500 megawatts, annual consumption jumps to 4.4 TWh. For comparison, Vienna's two million residents use about 3.4 TWh. The disparity has made the project a focal point for a debate that stretches from Linz to Brussels.

Austria's grid runs on almost 90 percent renewable electricity, predominantly hydropower. That clean profile was a decisive factor for Google, which has pledged to operate its data centres on carbon-free energy by 2030. But the renewable share is not guaranteed. Hydropower is acutely sensitive to drought. During the dry summer of 2026, hydro generation fell by up to a third. "Given climate change, that's not going to improve," said Harald Müllner, an IT specialist from Linz who co-founded the local opposition alliance. "We're seeing a parallel trend where we're consuming more electricity and producing less."

Christoph Dolna-Gruber, an expert at the Austrian Energy Agency which advises the government and utilities, confirmed the price risk. "When demand rises, but supply can't keep up, the price of electricity naturally goes up as well," he said. He cautioned that Austria's tight integration into the wider European market makes precise forecasts difficult, but the direction is clear. The Irish experience, where data centres already consume a fifth of national electricity and have driven up household bills, looms large in the local debate.

Water, permitting and the assessment gap

Energy is only one strand of the objection. The Enns River will supply cooling water and receive the warmed effluent. Christina Gruber, a freshwater ecologist in the alliance, warned that any thermal discharge alters habitat and stresses aquatic life. Google disputes this. "Independent expert reports from the permitting process also show that the data centre's impact on the temperature of the Enns River is negligible," said Michiel Sallaets, the company's European communications lead for technical infrastructure.

What riles the activists most is the permitting regime itself. Under current Austrian law, a hyperscale data centre does not trigger a comprehensive environmental impact assessment (EIA). A wind turbine does. "We need a change in the law," Gruber said. "Building a wind turbine requires that environmental assessment while data centres are exempt." The centre-left Social Democrats, junior partners in the coalition government, have seized on the anomaly and now demand that data centres be subject to full EIAs. They are backed by the opposition Greens. The centre-right People's Party, which runs the energy ministry, rejects additional regulation.

Google maintains it followed every required step. "Google 'went through all required processes,'" Sallaets said. "The company will 'act as a good and transparent neighbour.'" The firm also points to mitigation measures: the roof will be covered in solar panels, and a fund will be established to improve the local river ecosystem. Müllner calls it greenwashing.

Sovereignty, subsidies and the American question

Beneath the technical arguments lies a sharper political question. Kronstorf sits on flat land, next to a major substation and a river, an ideal site. "If you were to run a Google search for where to build a data centre in Austria, the outskirts of Kronstorf would rank as a top result," Müllner said. "So why wasn't that at least handed to a European company? The Americans take the best spots, and then we have to build power lines to less desirable locations. We've let them take that."

Google says the project will create around 100 jobs. The activists counter that profits flow back to the United States while Austria provides the energy, water and land. "They use our energy. But where the revenues go we simply don't know," Müllner said. The economy ministry pushed back, stating that companies like Google "can make an important contribution to the region through investments, contracts for local businesses, and high-performance cloud and AI infrastructure." It added that while energy and environmental questions must be "carefully examined," a "blanket rejection of such projects is not justified."

The European race and the Irish precedent

The Kronstorf dispute is not isolated. Activists are targeting projects in France. Locals are protesting in Italy. In Ireland, where data centres already account for roughly 20 percent of electricity demand, opponents have tried and failed to block construction in the courts. The European Commission, meanwhile, has set a target to triple the bloc's data centre capacity by 2035. Brussels and national governments have vowed to tear down regulatory barriers to the artificial intelligence boom, while insisting the expansion can be sustainable.

That tension was crystallised by Elisabeth Zehetner, Austria's energy state secretary. "We cannot call for greater European AI sovereignty while at the same time putting up ever-new obstacles that hinder the very infrastructure on which it is based," she said. The remark encapsulates the dilemma facing every member state: the strategic imperative to host compute capacity versus the local costs in energy, water and land.

Diesel generators on a green grid

Even on a nearly carbon-free grid, the Kronstorf centre will not be emission-free. Google's plans include massive diesel-powered backup generators to maintain uptime during grid outages. Power cuts are rare in Austria, but the generators must be tested regularly. Dolna-Gruber noted that the government should ideally require operators to contribute to building out additional clean generation rather than relying on fossil-fuelled redundancy. The energy ministry acknowledged in a statement that "in principle, the expansion of data centres must go hand in hand with the expansion of renewable generation, high-capacity grids, storage, and flexibility."

Targeting the second phase

With the first phase well advanced, Gruber believes stopping it entirely is unrealistic. The alliance is concentrating on the expansion, the jump from 150 to 500 megawatts. "One thing we've already achieved," she said, "is that it won't be so easy for those who come next." Campaigners are already preparing for new projects in eastern Austria. The outcome in Kronstorf will set a precedent for how the country, and perhaps the wider EU, balances the infrastructure demands of the AI era against the finite resources of its regions.
