Greenland's energy and minerals draw EU interest but electricity exports remain distant

The EU is deepening ties with Greenland on critical raw materials, hydrogen and data infrastructure, yet a direct power cable to Europe faces steep technical and financial hurdles.

Greenland has returned to the centre of European strategic calculations, but not for the reasons that dominate headlines. While United States President Donald Trump's repeated musings about acquiring the island have grabbed attention, the European Union has been quietly advancing a partnership that predates the current geopolitical noise by four decades. The 1985 Greenland Treaty established a framework that has evolved into a relationship centred on critical raw materials, renewable hydrogen potential and digital infrastructure, areas where Greenland's geography and geology align with European security and climate objectives.

The island, an autonomous territory within the Kingdom of Denmark and an Overseas Country and Territory associated with the EU, sits on 25 of the 34 critical raw materials the Commission has identified as strategic. That inventory includes rare earth elements, graphite and molybdenum. The Malmbjerg molybdenum project alone could cover roughly a quarter of European demand, according to figures cited during the European Sustainable Energy Week (EUSEW) sessions in 2026. For a bloc that has set a 2030 target of limiting reliance on any single third country to 65 per cent for each strategic material, Greenland's geological endowment is not marginal.

Electricity exports are not the story

Much of the public debate assumes Greenland could become a power exporter to Europe via a subsea interconnector. The technical reality is less accommodating. Assessments presented at EUSEW conclude that a direct Greenland, Europe cable faces major technical, financial, environmental and security obstacles that require dedicated studies before any investment decision. The distances, seabed conditions and Arctic environment place the project in a different category from the North Sea interconnectors European grid operators routinely build.

What is realistic is local use of Greenland's abundant hydropower and wind resources. The island already generates a significant share of its electricity from hydropower, and the first commercial project at Tasersiaq, confirmed by Commissioner Jozef Síkela at the Future Greenland Conference 2026, will add further capacity. That electricity can support energy-intensive industry on the island, green hydrogen and ammonia production, mineral processing, and digital infrastructure, rather than being transmitted thousands of kilometres south.

Critical raw materials and the processing gap

The 2023 Memorandum of Understanding between the EU and Greenland on sustainable raw materials value chains formalised a cooperation that goes beyond extraction. The EU's Critical Raw Materials Act, which entered into force in 2024, sets benchmarks for domestic extraction, processing and recycling capacity. Greenland's renewable electricity could power the processing stage, refining, separation and metallurgy, which is both energy-intensive and currently concentrated in China. By locating processing near the mine and the power source, the partnership could shorten supply chains and reduce the carbon footprint of materials essential for wind turbines, electric vehicles and defence applications.

Commissioner Dan Jørgensen, during his 2025 mission to Greenland, summarised the approach: "Clean energy, green growth, digitalisation and education are key areas for deeper cooperation." The language is deliberate. The EU is not offering a pure extractive model; it is offering investment in infrastructure, skills and local value creation. Whether that translates into durable Greenlandic economic capacity depends on the terms attached to each project.

Digital infrastructure and the cold-climate advantage

As the EU aims to triple data-centre capacity in the coming years, the search for sites with reliable renewable power and low cooling costs has intensified. Greenland offers both. Its naturally cold climate reduces the energy required for cooling, a major operational expense for hyperscale facilities, while its hydropower and wind resources can provide the baseload and variable renewable supply that corporate buyers increasingly demand. Proximity to emerging Arctic fibre-optic routes adds a connectivity dimension.

The proposed Polar Connect initiative, a resilient fibre-optic cable through the Arctic Ocean, would create a shorter, more secure data transmission route between Europe, North America and Asia. If realised, it would position Greenland as a digital hub rather than a waypoint. The strategic value is clear: European digital sovereignty depends on physical infrastructure that is not vulnerable to single points of failure in the Mediterranean or Red Sea.

Governance, consent and the social licence

Resource development in Greenland is not a blank cheque. The Mineral Resources Authority requires both Environmental Impact Assessments and Social Impact Assessments for major extraction activities, including oil drilling and mining. Draft assessments go through a formal regulatory process with public consultation. This framework reflects a political consensus in Nuuk that geological wealth must not come at the expense of environmental integrity, extended autonomy or social legitimacy.

Critics argue that promised local benefits are often overstated. Data centres, for instance, rank among the least labour-intensive structures in the broader economy once construction is complete. Mining projects bring employment but also demographic pressures, infrastructure demands and long-term environmental liabilities. The Greenlandic government's insistence on Social Impact Assessments is a recognition that the calculus is not purely financial.

Concrete steps on the ground

Beyond declarations, two tangible developments emerged from the Future Greenland Conference 2026. Commissioner Síkela confirmed a new undersea cable linking communities across Greenland, an internal connectivity project that addresses a basic infrastructure deficit, and the first commercial hydropower project at Tasersiaq. Both are modest in European terms but significant for an island where settlements are scattered along a coastline longer than the distance from Copenhagen to Rome. Education support for Greenlandic communities, also announced by Síkela, targets the skills gap that could otherwise leave the green and digital transitions as spectator sports for the local workforce.
