Ukrainian combat experience reshapes Welsh drone production
Portuguese manufacturer Tekever runs a 24-hour hotline with Ukrainian artillery spotters, turning front-line complaints into engine upgrades within weeks, a cycle NATO now studies.
A Portuguese defence company builds a reconnaissance drone on a Welsh airfield, ships it two thousand miles across Europe, and then watches Ukrainian artillerymen fly it into Russian-jammed airspace. When the crew reports that the aircraft cannot climb fast enough to escape a new surface-to-air threat, engineers in Portugal rewrite the engine software and push the update back to the front within weeks. That loop, factory to foxhole and back again, is now the reference model for NATO armies that have spent decades measuring procurement in years.
The Welsh factory at the end of a short runway
Tekever's production line sits beside a Second World War runway outside Cardigan, a town of four thousand people on the Ceredigion coast. The private airspace and long strip make it convenient for test flights before each aircraft begins its eastward journey. Rhys Hodges, who oversees the line, says a single AR3 takes three to four weeks to assemble and that roughly half of the company's output now heads to Ukraine. Before February 2022 the firm built maritime surveillance drones for fisheries patrols and border agencies; the full-scale invasion turned a niche product into a front-line asset.
The UK has committed more than $21 billion in military aid since the invasion, a figure that includes 150,000 strike, reconnaissance and logistics drones delivered this year alone. Tekever's AR3 is one of several British-supplied systems, alongside aircraft from Windracers and Malloy Aeronautics. The company declines to publish a unit price, but the volume suggests the programme is now a significant revenue stream.
From Cardigan to the tree line near Dnipro
Each drone is crated in Wales, driven to London, flown to Warsaw, railed to Kyiv and then driven again to a forest hideout in the Dnipro region. The journey takes more than twenty-four hours. At the destination, soldiers of the 15th Artillery Reconnaissance Brigade, known by the call sign Black Forest, unload the components from a windowless van that doubles as a ground-control station. They erect a catapult rail, string camouflage netting against Russian overhead surveillance, and bolt the airframe together like a modular kit. Pre-flight checks are run under the netting; a gas engine roars, the catapult fires, and the aircraft climbs into grey sky.
On an operational sortie the AR3 can remain airborne for hours, typically orbiting dozens of kilometres behind the contact line. Its sensors hunt air-defence batteries, counter-battery radars and artillery positions. Coordinates are passed to gun crews, and the drone may return later to assess battle damage. That mission profile fills a gap between the swarms of cheap first-person-view drones that dominate the immediate front and the strategic platforms that peer deeper into Russian-held territory.
Electronic warfare turns the sky into a minefield
The battlefield has saturated with jamming since 2022. A drone does not need to be shot down to be neutralised; severing its radio link or spoofing its navigation is often enough. Sarmat, the platoon commander who spoke on condition his real name be withheld, describes the cycle bluntly: "Somebody has a shield, we create a sword. Then we create an automatic weapon. It's the same situation with electronic warfare." Russian state media claimed in August that an AR3 had been downed and sent to a research institute, a reminder that every airframe lost is also an intelligence windfall for the adversary.
Concealment and mobility have become as critical as the aircraft itself. The Black Forest Brigade has lived in the tree line for a month at a time, moving launch positions daily. Even rear-area sites are now within range of Russian long-range strike complexes. A sophisticated sensor platform offers little advantage if the team operating it is located and hit before the first coordinate is transmitted.
A hotline that bypasses the procurement bureaucracy
Tekever maintains a secure, round-the-clock channel for Ukrainian operators. When the Black Forest Brigade asked for a steeper climb rate to evade a new missile envelope, the company modified the engine and delivered the change. McClelland calls the pace "almost alien to traditional Western procurement." In standard NATO programmes a requirement change can trigger years of reviews, trials and contract amendments. In Ukraine the same cycle is measured in weeks because the alternative is obsolescence before the next rotation.
That speed is not merely a curiosity. Senior alliance officers have acknowledged they are absorbing lessons on how quickly drone designs and countermeasures become outdated. The question now is whether Western defence ministries can rewire their own acquisition systems to act on front-line data at comparable tempo. Some capitals have created rapid-capability offices; others still route every modification through peacetime audit trails.
What NATO is learning from a Portuguese SME
The lesson extends beyond a single airframe. If a future large-scale confrontation with Russia resembles the current war, equipment will need updates within months or weeks. Factories, purchasing agencies and military institutions must be able to ingest combat feedback, engineer a fix, and field it before the adversary adapts again. Ukraine is providing a real-time test of whether the Western defence industrial base can keep pace. NATO's Defence Innovation Accelerator has cited the Ukrainian feedback loop as a benchmark for the alliance's own agility targets.
Sarmat frames the exchange in reciprocal terms: "Our main task is to win the war. But also, we have a task to give our partners all our experience and our advice on how to be successful on the front lines." That sentiment is echoed in Brussels, where officials privately admit that Ukrainian units have become de facto test evaluators for systems that European armies may eventually field themselves.
The operator's calculus: tempo, fatigue, and the expanding kill zone
Operational tempo is relentless. The brigade works seven-day stretches without rest during summer, when optical sensors perform best; winter degrades camera effectiveness and weather grounds flights. "Every week we have a lot of targets," Sarmat says. The expanding "kill zone" means even launch sites far from the front are no longer safe. Electronic-warfare gear and assault rifles are carried as a last resort. The drone is only as survivable as the team that launches it.
